Wav files, WMA files or even MP3 file can be used or played from command line for notification or alert purposes.
Of course, need to have the volume set at a level where the file being played can be heard or noticed.

Windows Ding.wav is available for both Windows 7 and Windows 8.
Open command prompt and browse to c:\Windows\Media\ folders, on this folder you will be able to find wav files used by Windows.
Or you can simply make your own custom wav files, download Audacity a free audio editor which works very nice.
Using Audacity create your own wav file, and used it as a custom sound alert on batch file script.
To play custom wav files, specify the path on batch file script.
Here's an example:
REM Play the wav file
cmd /c "C:\windows\media\Windows Ding.wav"
REM Sleep for 10 seconds
sleep 10
REM Stop or close the Windows Media Player
cmd /c "c:\windows\system32\taskkill /im wmplayer.exe"
REM Exit or close the command prompt
cmd /c "c:\windows\system32\taskkill /im cmd.exe"
